Silica-neutral aluminum refinery

Produces 420/min aluminum ingots from 480/min bauxite. Uses a mix of ingot recipes to exactly consume all produced Silica without requiring more. Includes a coal-powered truck station to receive the ore.

    None of the relevant recipes changed in Update 5. Same with the fuel rig.
