1:3 Variable Out Priority [VOP] Junction

1:3 Variable Output Priority Junction from the fantastic Pipeline Manual by u/MkGalleon. Prioritizes the lowest output. It will try to fill the output pipe at the bottom first, then fill the next higher. Make sure to power the pump!
