Every building used in this creation uses 100% of its production (no power shards involved)

Requirements for a 100% efficient coal generator:

• 15 Coal p/m
• 45 m³ Water

Coal Nodes in the area:

• 4x (Normal)

Creating 4 x 120 Coal p/m (Mk2 miner at the time of creation) So, 480 / 15 = 32 Coal Generators

Water required for 32 Coal Generators: 45 m³ x 32 = 1440 m³ of Water. That is divided by the production of the Water Extractor, 120 m³ = 12 Water Extractors.

Every Coal Generator produces 75 MW x 32 = 2400 MW

For this build, I split up the Coal generators into 4 equal groups of 8. So every 3 Water Extractors would produce the required amount of water needed for each group.

I had lots of fun building this side-project. It took me about 6 hours to build, from calculation to execution.
