Portable Pioneer Launcher, using:

• 4 Jump Pads
• 1 Biomass Burner
• 1 stack of Liquid Biofuel (just what I had on hand while building the blueprint, you can modify the blueprint to use any amount of any biomass-burnable fuel)

Consumes 20 MW when first placed, When the jump pads are all charged, consumes 0.4 MW. When the fuel runs out (if you use a stack of liquid biofuel then it would take 52 hours) the pads can still be used for 5 times.
